hp desk top boot test failed error code BIOHD3. I can not get in to recovery .I do have a new hard drive Sata 4TB I was  just about to change over my hd so now I am in a trouble.

Well, you could be.

 

I would connect the failing drive to a different PC as a data drive.

 

Copy or move data from the bad drive, if possible, to a different drive connected to the host PC.

 

You may have to reinstall W10 on the new drive or do a HP Cloud Recovery if your PC qualifies. Then move recovered data to the new Windows install on the new drive.
