Welcome to the HP Forum.
This symptom indicates the board is getting some power but you may have a component problem starting at the power supply and proceeding down to the MB.
There is no way to isolate the failing component in a Forum.
I attack this type of problem, with abandon, by reducing the PC to a minimum configuration. Same issue after doing this indicates a remaining component problem (power supply, RAM, MB, or CPU). A POST means one of the components removed has a problem.
Simple things you can try while doing each step in sequence. You can vary the sequence if so desired. Then check for a POST after each step.
- Disconnect unnecessary peripherals from the PC.
- Disconnect all internal SATA and M.2 drives and front USB stuff including the USB card reader.
- Disconnect the M.2 WIFI card.
- Reset CMOS using the MB jumpers or replace the CR2032 MB battery.
- Try onboard (CPU) graphics provided by the factory CPUs HP used in your PC.
- Try each memory module, one at a time, in each memory slot to check for a POST.
No luck using the above steps requires swapping in the remaining components, one at a time, to find the bad part.
At this point it is cost effective to contact a local PC Tech unless you have replacement components.
