I have HP PRO 3400 with motherboard hp-foxconn-h-cupertino2-h61-uatx-1.02 and i3-2120 CPU and triing to replace CPU with i5-3470 but without success. I have upgraded BIOS to 7.16 but no success. Is with i5-3470 CPU compatible with motherboard hp-foxconn-h-cupertino2-h61-uatx-1.02 ?

The HP Quickspecs for the model series indicates that the best processor you can install in your PC is the i7-2600.

The socket and Intel generation are the same but the chipset is different.
I have I5-2500s in my 3400 and a bios mode allows GTX-1050ti and other latest model GPUs.
cupertino2 bios mod is below but upgrade at your own risk
