See if a windows repair works
Bring up the Admin version of the windows command prompt and run "sfc /scannow"
If the above does not work then It is likely you will have to do a full repair install of windows 10 by booting a USB windows 10 setup
How did this happen? Was it deleted when a virus scan was done?
Please provide the Product ID or Model name for better assistance. Preferably the full product ID including the characters after the # symbol.
