Hi:

Have the USB flash drive in the USB port.

Turn on or restart the PC.

Immediately press/tap the ESC key to get the menu of options.

Select the F9 boot options menu and from that select the USB Diskette on Key/USB Hard drive and press the Enter key.

The PC should boot from the USB flash drive.

You can also use the HP cloud recovery tool to create a bootable USB recovery drive that will reinstall W10, the drivers and the software that originally came with your PC.

Here is an info link for how to use the utility.  You will need a 32 GB USB flash drive.

HP Consumer PCs - Using the HP Cloud Recovery Tool in Windows 11 and 10 | HP® Customer Support

Since you will have to use the tool on another PC to create the installation media, you will need to enter your PC's product number in the tool's search window to create the recovery media.

Your PC's product number is:  Y3W32EA#ABV

You're very welcome.

The only other suggestion I can offer would be to download the W10 ISO file instead of making the USB installation flash drive.

Download Windows 10 (microsoft.com)

Use the free Rufus utility to transfer the ISO file to a USB flash drive so that it is bootable.

Set up Rufus the way you see it in the illustration for Windows.
