my PC don't have a bios?

so I just got my new PC from by brother, but the PC is broken. so I decided to buy new cmos and ram. and when I want to enter the BIOS mode it's only show this menu (I've tried all button like esc, F10 etc)

 i've tried all menu and most of em  will lead me to windows screen, the utilities menu is showing time and dates only. run eufi is running what in my disk. may u guys know how do I get to
