my all in one wont turn on and keeps turning on and off when i do so

my all in one when i turn on the power button it turns blue the screen does not turn on and then the light goes out and it restarts multiple times but the screen does not start i have tried all the steps by the virtual assistant but i have not completed the hardware step

Please attempt the below steps: 

Attempt a BIOS recovery > All in one 

If the above steps work and the display turns on: Perform a hardware test to be on a safer side.
