The beeping and red light flashes are tell you (as best as it can) what is wrong. If you post the model number of the PC or use that model number to look at the support site for that model, then look at the manual, there will be an explanation for that code and what might be the solution.

Try clearing the CMOS as described o page 115. You will have to enter BIOS setup afterwards so when you do, press F9 or whatever is the default key and do that on every page.
If you have a graphics card then remove it along with any other card.

There seems to be several users have reported a HP with the same error codes of 6 red and 3 white while not finding a solution, as that error code does not show up in the manuals
If the try suggested by @BeemerBiker does not solve the error, I do not know what to do.
Being that model is fairly old and probably not under a warranty anymore, perhaps a local repair shop might be able to find a solution. However, that might cost more than just replacing it with a used model of the same model. There are many listed on EBay with some working and some not, depending on how much of an adventurer you are.
