See if you can boot info safe mode

https://www.windowscentral.com/software-apps/windows-11/how-to-boot-into-safe-mode-on-windows-11

After booting into safe mode, create a new user account that is local.  Give the account administrator privilege

Local means no email needed to log in.

Reboot and log in using the new admin account.

After you get it working you can add the email type login if desired

Click on the Start button and then go to Settings > Accounts > Your account. Select 'Sign in with a Microsoft account instead,' input your Microsoft account password and click 'next'.
