Microsoft Windows 8.1 (64-bit)

Selecting shutdown does shutdown but immediately does a restart. I have done the following:

reinstalled the OS

hibernate is off

ran sfc /scannow

disabled all LAN settings I could find in the Bios

does the the same in safe boot.

 

I'm at a complete loss as I've had this happen before. Any help would be appreciated.

Don't worry as I'll be glad to help, I understand that your HP notebook is not working correctly. However, to provide an accurate resolution, I need a few more details:

  • Did this happen after a recent window or software update?
  • Did you make any changes to the settings of your PC prior to the issue?

While you respond to that, let's try these steps: 

Hard Reset: Follow steps from the link: https://hp.care/2GnkMa8.
BIOS default:(do not skip any troubleshooting steps even if you feel steps are repeating)

  1. Turn off the computer and wait five seconds.
  2. Press the Power button to start the computer and repeatedly press the F10 key to enter the BIOS setup menu.
  3. On the BIOS Setup screen, press F9 to select and load the BIOS Setup Default settings.
  4. Press F10 to Save and    Exit.
  5. Use the arrow keys to select Yes, then press Enter when asked Exit Saving Changes?
  6. Follow the prompts to restart your computer.

Not to worry! you can skip the battery-related steps and continue with the BIOS default settings. If the issue persists, follow the next steps: 

The HP Cloud Recovery Tool allows you to download recovery software to a USB drive. You can use the downloaded recovery image file in order to install the Windows operating system.

History:

This is a friends computer that he bought new some time ago. He told me that he had a burp and then got caught  in a troubling shooting loop.  I found he have a recovery partition and I did a recovery.  I discovered that when I tried a SW shutdown, the PC would reboot. After performing all the disables in the bios relating to booting,. Maybe SW, so I did a format and installed a MSN 8.1 Pro copy. Same results. He wanted a win 10 upgrade, so it is now a Win 10 Pro. By the way, same results.

 

He also stated later he was having the booting problem before the burp and for sometime prior.
