so is very very a hard to help lacking that. sorry/ 😐
wild guess HDD bad. (seen vast fail me)
circle is w10 boot up stalled, circle spinner, boot 3 times cold and PC goes into (MS rules) self repair w10.
if hdd is bad you can reload w10 1000 times and fail, you do know that right? HDD must pass all smart tests or doomed it is.
no software made fixes a bad HDD so doing chkdsk endless is useless. (when the spare clusters are dry , the END EOL)
all PC made with a HDD do this, the drives go bad at 5 years on laptops. less dropped.
all do this and the cure is.
new RTC coin cell battery
new SSD, HDD kicked to the curb .
and reload w10 fresh .
did this PC come with w10 new? if not the HP recovery is gone for ever. to say w7 or w8 or what ever it was.
my posts assume data is always backed up.

in shop, real.
we test the RTC coin cell first for dead, below 2.9vdc is the cliff of death. as in NO HOPE here. (3.3v is par)
then test the HDD,
there are only 3 ways to test a HDD on DEAD PC like this.
- We run linux disktest App on linux demo boot USB media.
- or move hdd to good PC#2 in a $10 SATA to USB drive DOCK or enclosure, and test the hdd using this.
- DISKCHECK UP. truely free and 100% safe, on 2nd PC
- or run HP diagnostics ask them how at HP.com in the search box.
