Welcome to the HP Forum.
You may have an incompatible CPU installed in the MB if this condition only happened after installing the new CPU. Your MB supports Intel 6th gen and Intel 7th gen CPUs. HP has validated the following CPUs using the factory BIOS:
i7-7400
i7-7700
It could be a different hardware problem (MB) if this condition existed prior to installing the new CPU.
Please provide more details.
This Site has the latest BIOS update for your MB. Download and run this on a different PC to create a USB BIOS recovery drive.
Connect this USB stick to your PC. Start the PC.
This action should initiate a BIOS recovery if this is the problem. This usually works if the BIOS is corrupted. It may fail if you have a different hardware problem.

Well, i had to replace the MB and Cpu because i had an onfortunate accident and water fell on it. So to be on the safe side bought new cpu and MB the exact same combination as the original. So the cpu is I5 intel 7400. Not I7. I suspect the cpu being defective or the bios doesnt support is. Hence the bios upgrade, i want to try. The mother board akt normally i guess. Tried without Ram, and get the typical beeps, fans are running, leds also.
