Microsoft Windows 11

hello, i bought a gpu from ebay a 1070ti evga ftw and i upgraded my psu to a 650 wat psu but when i plug in the gpu it gives me a faulty ram error code witch is 3 long beeps followed by 2 short beeps also my pc is a HP 290 G1 Small Form Factor Business PC .And the worst part is when i do not plug in the pcie power for the gpu and i solely relly on the pcie slot from my motherboard it shows display on screen from the gpu and it writes turn of the system and plug in the pcie cable to use the gpu . So now i am wondering if my motherboard just cant handle the gpu when it is plugged int because i used to have a gt 1030 low profile that did not requir any external power and worked of the pcie slot .Extra information my ram kit is from crusial it is a 32gb kit from them ddr4 pro ram sticks and i got a m.2 from crusial 2tb a bigger pc case from marsgaming mcview some termalright argb fans 3x some older antec fans 3X and 1X coolermaster fan and a fan hub plus a wlan wifi card. If any aditional information is recuered feel free to ask and i will answer . Thankyou
