I bought a new HP Omen gaming PC with a 3060ti a few weeks ago and I'm having a problem where GPU load randomly drops to 0% for a second and fps drops to 5-10 before recovering. I can't find any pattern to when this happens either. I used Omen gaming hub to track system vitals and everything stays constant except for GUP utilization dropping to 0. It's happened right after startup, after a few hours, when I'm in a game, even when I'm just watching YouTube. I have the latest drivers installed.
Operating system: Windows 10 Home 64-bit
CPU: AMD Ryzen 5 5600X
RAM; 16.0GB Dual-Channel Kingston @ 1596MHz (18-18-18-36)
GPU: NVIDIA GeForce RTX 3060 Ti (HP)

The NVidia driver might think you are using the board for mining. The driver will drop performance back and forth to 0. There is a discussion here and you can take a chance on a driver that has been "hacked" to remove the anti-mining code
