HP Recommended

I have a 400 g6 mini

Recently when I press the power button the white will come on but turns off when I release the power button.

I tried different ram, CPU, CMOS reset and remove the CMOS battery. Still the same result. it beeps at me If I plug in power with no CPU.

 

I noticed on the power supply the inner ring is 19.5v but the pin is 14v, I tried a universal and the centre pin is 15v. From my experience the centre pin is the same voltage, at least on laptops.

Could this be the issue or is it a board replacement?
