The HP 8000 Elite SFF PC is too far back in PC generations to support any M.2 SSD products.
Only mini-PCIe(SATA) SSD products will work in your PC.
You can use a SATA (NGFF) type SSD. See the link to NewEgg.com for examples.

So a Sata III ssd is my fastest option , i had one in it worked great with a pcie to sata III card in it for awhile but the ssd died so was looking for more speed , i thought a pcie card with sata III on it might work/boot or a pcie to m.2( sata not NVMe) might boot but that's a costy might. I do want to put a Q9650 in it , what size is the fan 90mm or 92mm?

Take a look at the part number on the fan and then search for specs on Google to find the size.
You could also measure it.

An Intel Xeon Quad Q9650 will work.
It was one of the optional processors.
You should be able to use the same fan.
When you are ready to make the swap and have the case open, just remove the fan and take it with you to a PC shop.
You can ask a technician there to help you match the size of the original fan.
