I noticed my cpu temps running high and was thinking it may be time to change AIO.
Will I be able to install a 240mm aio on the top compartment or replace 2 of the front fans?
Is it worth having my AIO on the front of my case?
can i mount the existing aio to the top of my case or should i buy a new one? (will add a back exhaust)
any recommendations on a AIO better than the stock?
Or is it more worth looking into upgrading/changing my case?

Welcome to the HP Forum.
I can't answer all of your questions since I have never worked with the HP 40L case.
I would not try a 240 mm rad at the front of the case if the front panel is glass. No, or very little , airflow even if you could mount the rad to the front of the case.
A top mount might be doable if the 240 mm rad and fans don't interfere with the RAM or VRM heatsinks and the top of the case is ventilated.
Do you now have a rear mounted: 120 mm rad or a 92 mm rad? I would stick with this setup unless you verify you can do a 240 mm top rad mount.
Maybe reapplying CPU thermal paste might improve temps unless you have a pump problem or coolant loss due to permeation or evaporation.
