I want to upgrade to an RTX 3070 but the card is physically taller than the usual cards so the cover that goes over the PCIE cards won't shut.. What's the solution to that?
It feels like I need a different retaining cover to allow taller cards?

Interesting, I would have thought it would fit as that is a top of the line system.
I found the following picture on ebay, is this what it looks like?
Does the side lid have soundproof material that can be removed?
Another possibility is to use a dremmel, cut out space for the board and cover the hole. You could use a "side panel fan" and only use the bezel

I agree with @BeemerBiker: all indications suggests that dimension-wise an RTX 3070 -or an RTX 3090 / Quadro RTX 6000 should fit just fine in an HP Z8 G4 Workstation: UserBenchmark: HP Z8 G4 Workstation Compatible Components.
Perhaps some pictures would be helpful for @BeemerBiker to take a look at.

according to "Z" Workstations, a HP certified reseller all of the nvidia cards listed below will fit, note the 30xx Quadro series is listed as fitting inside the case
the quadro cards are the same size as the consumer cards, very few consumer cards have custom boards, most are based directly off of the nvidia reference board design
