Welcome to our HP community forum!
According to HP's specs of your HP ENVY Desktop TE01-1487c (319L0AA) as fitted with a Baker motherboard (SSID: 8767) can be fitted with up to 2 x 16GB of DDR4 PC4-23400, 2933 MHz, Non-ECC, Unbuffered, DIMM (UDIMM), 288-pin RAM sticks.
However.
Actual HP ENVY TE01-1xxx Users have shown that your PC is indeed compatible with 2 x 32GB of the aforementioned RAM (or DDR4 PC4-25600, 3200 MHz, which down-throttles to 2933 MHz), such as these enthusiast examples: https://www.userbenchmark.com/UserRun/56187683, and: https://www.userbenchmark.com/UserRun/63407827.
According to HP PartSurfer, your PC is fitted with a 180-watt power supply (p/n: L81008-800 -please verify), and as such can't support any meaningful graphics card, other than perhaps a GT 1030 which isn't worth buying imo.
You can (should) upgrade your power supply with either a 400-watt power supply with p/n: L69242-800, which you can purchase online, such as via an eBay Seller, like this one: New Genuine HP Pavilion Gaming 790-0020 GNRC 400W Power Supply L04618-800 OEM | eBay, or a 500-watt power supply with p/n: L05757-800, also available online such as via an eBay Seller like this one: New Power Supply Unit 500W For HP ENVY Desktop - 795-0003UR L05757-800 PSU USA | eBay.
With the aforementioned 400-watt power supply, I would recommend a smaller-sized (two fan) RTX 4060 model, such as this very competitively priced Amazon purchase example: Amazon.com: MSI Gaming GeForce RTX 4060 8GB GDRR6 Extreme Clock: 2505 MHz 128-Bit HDMI/DP Nvlink TOR....
However, if this graphics card is a bridge too far for you, consider a GTX 1650, such as this bargain purchase example: Amazon.com: PNY GeForce GTX 1650 4GB GDDR6 Dual Fan Graphics Card : Clothing, Shoes & Jewelry. You could power this card with a 310-watt power supply (p/n: L64961-800), but the problem is that this power supply is either not available, or is as or more expensive than either the 400- or 500-watt power supplies.
Hope this was helpful.
Kind Regards,
