I work for the state of North Carolina. Each of our laptops and workstations have been mandated to have the TPM chip or module to allow for Bitlocker encryption. Looking online it appears the MSI TPM 2.0 SLB 9665 Module might be a fit. Does HP have an option?

HP doesn't has such option.
Motherboard must have an Integrated TPM chip.
Unfortunately, according to the Quick specs, the 400 G1 SFF is missing the TPM .

I'm not sure that on 400 G1 motherboard there is a serial port where to instal the MSI module.
IF there is connector , the second step is to hope it will work. as MSI TPM is 2.0 . you need Windows 10. if you are using Windows 7 32bit, there is no way to use a TPM 2.0. IF you have Windows 7 64bit , then you need an hotfix from Microsoft.
