How do I select the right monitor? Purchased a second monitor but it didn't have a USB port so I purchased a converter but that still doesn't work. I'm told that this monitor won't work with HP All-in-One.

Your system does not have HDMI output support according to the spec and pictures here
https://support.hp.com/us-en/document/c04074282
However, a USB to HDMI converter should have worked and a number or sold at amazon. There are some restrictions. For example: ones that come with windows "only" drivers will not work on android, mac or chromebook.
What model converter did you try?
There is always the possibility of using a Microsoft Wireless Adapter. You did not mention the monitor model.
Your system needs to support Miracast as described here
in order to use the Microsoft 4k or 2k wireless adapter.

Hi - thank you! It seems that my system supports Miracast. Is that the best way to go? I need to buy a Microsoft Wireless Adapter? The other details you asked about:
The second monitor is :
Toshiba Canvio Basics 2TB Portable External Hard Drive USB 3.0, Black - HDTB420XK3AA
I purchased this adapter:

Wireless adapters like the Microsoft allow adding a second monitor. They have noticeable lag and cannot be recommended for gaming. They work fine for all other applications.
Toshiba Canvio Basics 2TB Portable External Hard Drive USB 3.0, Black - HDTB420XK3AA
This is an external disk drive. What do you want to use the monitor for? Gaming? Browsing?
USB 3.0 to HDMI Adapter,1080P HD Audio Video Converter USB to HDMI Adapter with Audio Output Multiple Monitors Compatible with Windows XP 7/8/8.1/10 for PC Laptop Projector HDTV
This should have worked. Did you use a USB3 port? It should have come with installation software. What is the model?
Is your account "administrator" or "standard user". If you do not have administrator privileges you will be unable to use the USB3 port as output to a monitor even if the device was installed by the administrator of the system as discussed here
Were there any error messages when you installed the drivers for the USB3 to HDMI converter such as "not authorized"?
With the model number or a link to where your bought it I can lookup the driver.

Thank you again. I would be using the second monitor for work- not gaming. There was NO installation software. I don't know what a USB3 port is. No error messages but my speaker sound stopped working with it plugged in. I believe I am signed in as the Administrator.

Thank you!
The device must be plugged into a USB3 port to work properly. Possibly you used a USB2 port and it did not provide enough power to operate the device properly.
Windows 10 may have drivers are found and./ or downloaded automatically
I looked for your system specifications here
Unaccountably, the actual details of your system and motherboard are missing. I looked over at eBay for a used one be the only photo I found was not sufficient to determine the USB3 ports
Usually, but not always, the USB3 ports are colored blue.
You can also bring up the windows device manager and see if USB3 is listed or if there are any warnings.
Loss of audio after plugging it in may indicated it was recognized and the audio was being diverted to the monitor.
Press the WindowsKey + P to bring up the dialog box that allows setting the secondary monitor.
Let us know what you see, if anything.
The device manager should also show something.
Test monitor on dvd, xbox, etc to be sure it is configured correctly.
Regards!

OK, thank you! I checked and it looks like I have at least 2 USB3 ports. There is one on the side of the All-In-One that says SS so that is supposed to be USB3. I plugged the monitor in and am getting an error: Input Signal Not Found. Check the video cable and video source.
I did the WindowsKey + P and selected Extended.

If you tested the monitor and the same cable on a dvd player or xbox and it worked (the monitor) then there is a compatibility problem
I check the device both at amazon (there are reviews) and at NewEgg (no reviews)
The reviews for windows 11 do not look promising. Worse, IMHO, NewEgg lists the manufacture site but "3DRose" is clearly not a manufacturer by any stretch of the imagination and they did not list the device anywhere that I could find.
Both places recommended contacting the manufacturer for problem but there is no contact listed that I could find.
The link below
mentions drivers on a CD and win10 compatibility as well as quote "Contact us at any time"
Supposedly the manual has a link to download drivers.
You may want to read some of the 1 star reviews.
Does anything appear in the device manager dialog box when you plug it in? Bring up the manager and then connect it while watching.
When first plugged in did a dialog box pop up stating device drivers were being installed?
maybe this will help
https://windowsreport.com/usb-to-hdmi-adapter-not-working/
The adapter is super cheap. You have have to return it and go to a retail store and let them try the ones they are selling to verify it works. The Microsoft Wireless Adapter is more expensive but will work in windows 11.
Hope This Helps!
