Greetings,
Welcome to the forum.
I am not a HP employee.
The 1030 requires a UEFI BIOS. A early 2012 BIOS, now installed on your system board, would not support the UEFI.
It is unclear from HP's description of the following BIOS update (Link), dated April, 2019, if this update provides UEFI BIOS support. The BIOS ROM chip on ths mainboard may not support the newer BIOS UEFI because of the manufacturing date.
Try the BIOS update. Then check to see if you can disable Secure boot and enable Legacy support by using instructions at this (Link).

Hi Wizz2,
The BIOS update at the first link can be run on Windows 8.x. This usually means the BIOS update will install when running Windows 10.
Are you saying you can't download or you can't install this BIOS Update?
Try clicking on this (Link) to download sp.95971.exe.

Hi Wizz2,
Remove the solution if you cannot use the new graphics card.
Is the 1030 working now?
I don't know what is going on here. The BIOS update for your PC referenced above should install.
I can't say this BIOS update will allow using a graphics card that requires a UEFI BIOS.
HP does not provide a lot of information in this situation.

HI Wizz2,
I am not stressed out. Just having a problem understanding what is going on.
How are you using the 1030 in this PC if you can't start the PC when the 1030 is installed in the motherboard?
Use this PC's Intel on board graphics, try to install the BIOS update. Check the BIOS version and look for Secure/Legacy settings in the BIOS Security menu.
Then reinstall the 1030 if the new BIOS version shows UEFI status and you can change Secure/Legacy boot settings.
The BIOS should auto disable on board graphics when you reinstall the 1030.

This did not work unfortunately. I don’t know why the new BIOS won’t install in my computer and It doesn’t let me install the graphic it says can not continue because of the version windows I’m very confused.
