Bought this brand new PC in August and it's been slow from day one. All I've done so far is install Quickbooks and and another we based application , that dashboard says CPU load warning. After reboot, things functioned again. Though still slow. I spent hours trying every built in scan HP has in there and every update in HP support and many reboots. Programs don't load very quickly and web pages can take 5 min to display. Is this normal ?

@ddcycles , welcome to the forum.

I reviewed the specifications of the AIO.  There is no reason why you should be getting such poor performance.  It doesn't happen very often, but I believe that you may have a computer with a glitch.  I suggest that you use this guide to do a Cloud Recovery of the system.  This will eliminate any glitches that may have occurred before or since the computer was new.  I actually do this at least once per year.  It makes my computers run like new.  Otherwise, you appear to have done all of the diagnostics that can be done.
