Sure, I can help you with that! To allocate your new Samsung 970 EVO Plus NVME M.2 SSD and your existing 870 EVO SATA drive on your HP Pavilion 590-P0070, follow these steps:
Prepare your system: Shut down your computer and disconnect the power cable to ensure safety while installing the new SSD.
Install the 970 EVO Plus NVME M.2 SSD: Locate the M.2 slot on your motherboard. It's a small slot, typically situated near the CPU. Insert the 970 EVO Plus NVME M.2 SSD into the slot at a 30-45 degree angle, then gently press it down until it's firmly seated. Secure the SSD in place with the screw provided.
Connect the 870 EVO SATA drive: You'll likely have spare SATA ports on your motherboard. Connect the 870 EVO SATA drive to one of these ports using a SATA data cable. Also, connect the SATA power cable from the power supply to your 870 EVO drive.
Boot up your computer: Reconnect the power cable, turn on your computer, and enter the BIOS/UEFI settings by pressing the appropriate key during startup (usually indicated on the screen, often Del, F2, F10, or Esc).
Recognize the drives in BIOS: Once in BIOS/UEFI, verify that both the 970 EVO Plus NVME M.2 SSD and the 870 EVO SATA drive are recognized. They should appear in the list of connected drives.
Install operating system (optional): If you intend to install an operating system on the new NVME SSD, you can do so by booting from an installation USB drive and selecting the NVME SSD as the installation destination.
Format and allocate drives (in Windows): Once you've installed your operating system (if applicable) and logged into Windows:

Use the drives: Once formatted, your drives are ready to use! You can store files, install programs, or allocate them according to your needs.
