How does one make their PC motherboard use the BIOS USB Recovery Drive that they have inserted into their PC's USB port? Because when I don't have an SSD in the slot, I just get a black screen that says the drive cannot be found or is corrupted. However, if I have the SSD in the slot, it just does the recovery process repeatedly, with or without the USB drive. Is this a sign that the BIOS chip itself is basically bricked and needs to be replaced? What format should the BIOS Recovery Drive be in and how do I check if it is the proper one and how do I know if it's going to get detected?

I know how to create a recovery drive i want to know why its not being detected

I suspect either the Recovery drive was not created properly or there is a problem detecting the boot device.  Try doing this to see what is up.  Here is a different guide

Directions taken from that document, below but Tapping on the Esc key all the while and then starting the  PC  until the popup menu shows will work on desktop or Laptop.

Use the USB drive to recover the computer or perform other troubleshooting options.
  1. Turn off the computer.
  2. Insert the recovery USB drive into a USB port on the computer, and then turn on the computer.
  3. If you have a laptop, immediately press the Esc key until the Start Up menu opens, and then press F11 to open System Recovery.
    If you have a desktop computer, immediately press the F11 key to open System Recovery.
  4. Go to the next section to choose a method for recovering your computer.

the problem is in the BIOS

Did you try the last suggestion of tapping F10 or Esc before starting and then starting the PC?  This should bring up the popup menu.  If there is a bootable USB in the USB it should show as a boot source.  Start with a USB that is a known boot source, such as the Windows Install Media.  This will test the BIOS.  You can also pick the Diagnostic routine, F2 and then run that to see if there are any faults.  At least try that much.  Report back with the results of the  Diagnostic routine.
