Components:
Intel i9-9900K 3.6Ghz
NZXT Kraken water cooling system
3 case fans
1 Case fan extender (I suspect that this could be the cause of my fan issues)

I transferred my PC internals into a new tower, installed a water cooling system and one additional case fan. Since this change, upon boot, my computer gives me an error "fan operating incorrectly" 2 times (error code 90B). However, the fans are still operating correctly and my temperatures never reached anything concerning even while playing games.
In my device manager I have noticed a driver issue, Intel XTU Component Device: "Windows cannot load the device driver for this hardware because a previous instance of the device driver is still in memory. (Code 38)"
From what I could find, it looks like just updating the BIOS could fix my issues, however, the HP website was down or something and wouldn't link me to anything. I don't know what BIOS to install, and I am reluctant to choose the newest one as I've heard that improperly flashing the BIOS could brick the PC among other problems.
As I have never updated a BIOS before, my question is should I update to the most recent BIOS available for my product or would the new components that I've installed cause issues?

Welcome to the HP Forum.
Does the 90B fan error reference a system fan or the CPU fan or CPU AIO pump? The pump reference would be if you connected the NZXT pump to the MB CPU fan header.
This startup error is common with HP MBs when using after market fans. Unfortunately, there seems to be no way to stop this error in the BIOS. HP do not provide BIOS fan tweaking options. I have never found any way to set fan curves on a HP consumer MB.
The fan extender or fan splitter could be causing the fan startup error.
Are you using NZXT's CAM software to control the the Kracken's pump and fans? Your PC would need an open MB USB 2.0 header to run CAM. Some NZXT AIOs need SATA power.
Nothing is certain in life but you could try the latest BIOS update for a HP 84FD MB. Verify your PC's MB ID in system information. I don't believe a BIOS update will help since, again, HP MBs do not seem to provide BIOS fan tweaking options.
The latest BIOS update is Here. A W10 BIOS update should work with W11.
Or you could live with the startup fan error since you can use Windows and the PC is working as expected otherwise.
And the possibility exists a failed BIOS update could cause more problems.
Doing the BIOS update is your decision. Be patient when doing a BIOS update, don't interrupt this update and loss of power during a BIOS update can corrupt the BIOS.
Intel XTU is Intel's over clocking software. I would get rid of this if you installed this software.
I would have no idea why you are seeing this Device Manager error if you did not install Intel XTU.
