Found this concerning the HP ProDesk 400G4 SFF. While not necessarily the "Best" it gives some good info.
However, @NonSequitur777 seem to be quite knowledgeable about these things. Maybe he will chime in since I have linked him into this thread.
GPU upgrade options for HP ProDesk 400 G4 SFF with the stock 180W power supply:
RX 6400 Low profile | 50 W | 4 GB DDR6 | Works with no additional hardware changes |
GTX 1050 Ti Low profile | 75 W | 4 GB DDR5 | Works with no additional hardware changes |
GTX 1650 Low profile | 75 W | 4 GB DDR5 | Works with no additional hardware changes |
RTX A2000 Low profile | 70 W | 6 GB DDR6 12 GB DDR6 | Works with no additional hardware changes |
I'm not an HP employee.

@TheOldMan got it absolutely right: without changing your stock power supply, his list is top notch.
Look no further!
However, if you want to go beyond 'stock', please take a look at what 'off-the-HP-Reservation' path I took with my HP ProDesk 400 G4 SFF upgrade project: Solved: Upgrading HP ProDesk 400 G4 SFF - HP Support Community - 8488474.
