My current kit is an i7-8700 CPU @ 3.20GHz 3.19 GHz, 32G of RAM with the usual slow-ass UHD 630. It's alright for soccer moms looking for coupons and junk, but I'm making vids/graphics via Adobe products and need a card that can handle a bit more. Keep in mind my budget is low so I need to stay under $200 no matter what.

Your HP EliteDesk 800 G4 SFF Business PC is fitted with a 250-watt power supply, with p/n: L30417-001 or L28758-001 -please verify.
You got a couple of challenges. Your power supply doesn't have any PCIe power cables, you only got 250 watt to play with ("low power"), the graphics card needs to fit inside your case ("low profile"), and the graphics card needs to be worth your while to spend your hard-earned money on.
l would recommend:
1.) Radeon RX 6400 4GB GDDR6 ($140): https://www.amazon.com/XFX-Speedster-SWFT105-Graphics-RX-64XL4SFG2/dp/B09Y7358KJ/ref=sr_1_4?crid=2KR....

3.)
