Hi Paul,
    I tried using an external CD/DVD drive and it works perfectly.
So I apologize for the trouble. Apparently the drive which was sent installed within the HP Z420 workstation came defective.

If you want to replace the internal drive, the part number is 660408-001, and you can find several used but tested and working drives on eBay:

 

660408-001 for sale | eBay
