In replacing my CPU with an Upgrade I may have damaged the LGA 1200 socket.
SYMPTOMS: With Both RAM*cards inserted, the Boot Fails with a, "dot-dot-dot dash-dash" noise and a flashing of the Power button light.
With only the inboard RAM card inserted (0) and the outboard RAM card removed, the computer Boots and functions normally.
* My RAM is Corsair Vengeance LPX DDR4 2x16 GB = 32 GB 3200 MHz - This RAM was installed at time of purchase, October, 2021, by Best Buy technicians and has operated at 2133 MHz without problems.
CONCLUSION: On December 8, 2022, Best Buy technicians removed the outboard 16 GBs of RAM and the HP Envy PC Boots and functions "normally" with only (1) 16 GB card of RAM inserted.
QUESTIONS: 1) is this a hardware or software (Bios) problem? - 2) Can the problem be fixed and both RAM sockets restored to function?

what do you call Ram outboard?

if you mean 3 long beeps, and two short beeps, that indicates a memory module problem
either fault of the module, or of the motherboard, possibly processor...
