Hi:
If the PC did not come with a SATA or optical drive, and only a M.2 SSD, then most likely you need to buy the power cable.
According to the parts list for the product number you posted, you need to order this SATA power cable:
L68308-001 | Cable - Pwr(2*2) to SATA(15p)ST,200+80mm,BL,Ro2 |
You can order the part from HP at the link below for $59.41, but if you do a search by the part number on eBay, you can get it for much less.

The 4 pin power cable plugs into the motherboard.

You should already have cable L68308-001 which is an item in this parts list.

If both connectors are used then you need a splitter to add the SSD
