HP All In One 24-F1022DS

I just got this all in one pc today. From the initial startup it has made a winding/crackling noise. Which I believe is the fan? I i first thought it was from the pc just booting up and updating to the current versions but its been continuously running with no ease up unless its asleep or powered off. I've tried reducing the performance levels and closing any unnecessary/background apps. I even ran a full virus scan. Also the CPU was running high but since i did all that it is at about 5-8% now. The sound is still persisting and its really aggravating!

Take it back mate for a replacement - It's either got a faulty fan, a fan blade has broken off and is flying around, or there's a wire, such as one of the wifi antennas touching the fan blades
