Firstly you should check are the drivers in their latest versions and updates done. Maybe you need to reinstall camera's drivers manually from it's manufacturer's website. Extra tip. usually just reboot does the trick especially if machine has been running really long time without shutting down only sleep or hibernation mode. Sorry about my English, I'm from Finland. 🇫🇮

I did all the tips from online, there are no drivers in device manager for a camera, I ran HP diagnostics and it did not find anything wrong with my PC and HP manager says all my drivers are up to date. I have even into both the system BIOS and the UEI diagnostic tool without finding a thing. There was suppose to be a tab i bios for built in devices which is missing. I cannot find any camera drivers specific to my All-In-One pc.
Believe me, I have tried everything except using a Universal Driver which I am going to try next if i can locate it.
I am now thinking it is a hardware failure.

Is this a laptop with integrated camera or a pc with external camera? If it is pc with external one, you should try it on other machine if you have access to other computer. It would be really helpful if you provide model of your computer in question+possibly model of the camera as well.

it is an all-in-one dektop computer with built-in pull-up camera on top of the monitor

Okay, then it could be hardware issu not software. Did you do something special before it stopped detecting the camera?

so i don't use the camera very often and it has been quite sometime since i needed. i think the last time i used it was before sending the computer to hp to have them replace the monitor screen. It might be the did get reconnected properly.

Oh, then I think that's the case then. You should contact HP Service again regarding this problem as it appeared after last service.
