Short answer - NO.
That socket does not support any i3 processors.
The fastest you could probably install would be a Core 2 Duo E8600. But don't take my word for it. If you do go to try one, make sure you update the BIOS to the latest prior to installing it.

Below is the link to the HP quickspecs for the dc7900 model series.
The supported processors can be found on page 9.
If you have the dc7900 SFF or CMT, the best you can do is the Intel Core 2 Quad Q9650 processor 3.0 GHz, 12 MB L2 cache, 1333 MHz FSB Featuring Core 2 Processor with vPro Technology
