I have previously upgraded from the Intel Core i3 7100 to the Core i5 7400 and upgraded my PSU to a 700W PSU and also installed a NVIDIA GTX 1650. I realize that my CPU is bottlenecking my GPU and was wondering what I should upgrade my CPU to and if I were to upgrade my Motherboard if i would need a new case as well? Also would a aftermarket cooler work with the current Motherboard?

No, your HP Pavilion Desktop PC 570-p0XX system is not compatible with 8th gen Intel Core processors.
An i7-7700K is the best processor for your PC.
If upgrading to Windows 11 is what you are after, there are a number of reliable and effective methods developed which would allow you to almost effortlessly upgrade your so-called "unsupported device" to Windows 11, such as this easy-to-follow YouTube instructional video shows: https://www.youtube.com/watch?v=lSrmhhigEhY&t=332s&ab_channel=Tips2Fix.
This method uses a clever Microsoft (Server) backdoor Windows 11 install method.
This works great: I have used it myself on a number of legacy (pre 8th gen Intel Core) HP desktops without any issues whatsoever.
Btw, in the off-chance you don't like W11, you have 10 days to roll back to Windows 10. After 10 days, unless you follow the steps outlined in this instructional video, you may need to do a fresh install of Windows 10. I would recommend upgrading to an i7-7700K and upgrade your 65-watt TDP rated CPU heatsink with a 95-watt TDP rated heatsink with p/n: 644724-001 "Heatsink - 95W, Kidd".
Both parts can be purchased inexpensively via eBay, such as these purchase options via Trusted eBay Sellers:
