Based off of my PC I was thinking about getting a new CPU but don't know the whole compatibility thing and was wondering what CPU's I can use in my PC I was thinking about getting a series 9 like a 5950x or a 5900x or a 3950x but I'll be open to anything. I also wanted to know if my PC could even cool these because I saw that could be an issue. So, the two main questions are what's the best CPUs I can get right now and if my pc is going to be able to cool it down.

Not necessarily, but given the low pricing for this liquid cooling option, it would be an attractive option in my opinion.
Look, you can use non-HP CPU heatsinks, but thanks to HP's proprietary motherboard design, fitting a non-HP air cooled heatsink will likely take extra time as this YouTube video shows: https://www.youtube.com/watch?v=zV7rpnvAl08&ab_channel=Jeff.

Your OMEN 30L Desktop PC GT13-1000a (207P7AV) as fitted with the Hana motherboard (SSID: 8876) with a Ryzen 5 5600G, which has a 65-watt TDP.
The best compatible processor for your PC is the Ryzen 9 5900X, which has a 105-watt TDP.
Currently, your CPU heatsink is only rated for 65-watt TDP processors.

No worries, the YouTube link shows you exactly what you need to do to install the Noctua NH-U9S CPU cooler, and these steps likely apply to other CPU coolers too.
