I have an HP Omen 30L. I haven't recently added any new hardware or software, but when I start up my computer, the CPU fan kicks on, spins up to 1250 RPMs, and stays there. I have used the HP PC Hardware Diagnostics Tools and the HP PC Hardware Diagnostics UEFI, ran the full battery of default tests, tested the fan component separately, and everything appears fine. CPU-Z and GPU-Z don't show any weird temps on the CPU.
I wish I knew what was wrong or what to try next. This computer used to be my quietest machine. I now need to put on headphones to work with it. Does anyone have any ideas?

Check for dust and debris: Over time, dust and debris can accumulate inside your computer and hinder proper airflow. Open up your computer's case and carefully clean any dust or debris that may be clogging the CPU fan or heat sink. Be cautious not to damage any components or dislodge any cables while cleaning.
Reset power settings: Sometimes, power settings can cause the fan to run at higher speeds constantly. Open the Windows Control Panel, go to "Power Options," and select "High Performance." Then click on "Change plan settings" and set everything to "Never" under "Turn off the display" and "Put the computer to sleep."
Monitor CPU temperatures: Install a third-party software utility such as HWMonitor or SpeedFan to monitor your CPU temperatures in real-time. This will help you identify if high temperatures are causing the fan to spin faster. If you notice unusually high temperatures, it could indicate a cooling problem that needs further investigation.
