I have the above model PC. It doesn't function and nor does HP support or HP's warranty process.
My question: is the i7 in this model PC locked to HP's motherboard or can it be removed and paired with any motherboard commonly compatible with i7 (14F)?

The CPU's are not locked to a motherboard and can be transferred to another. This, of course means the new motherboard is designed to use the CPU in question.
While not clear as to the situation, assuming you mean Intel® Core™ i7-14700F CPU as the CPU, as that is listed as one it could have installed. That can be transferred to any motherboard designed to accept that series CPU.
