CPU fan throttling even when idle, calm when stress-tested. 
When stress-tested I get a steady temperature at around 65-67 degrees.
But when idling, and sometimes playing World Of Warcraft the temperatures goes from 60-85 in matter of seconds. And the fan throttling alot, even when at 60 degrees.

What could be the issue?

Hello, and thanks for the answer. Tried everything of the steps below. Still no changes. The cpu still pushes to 80+ degrees sometimes when idle and I recently started to play counter strike. Where the cpu constantly sat on 80+ degrees even when fan was at 60% or more.

Why is it that when I stress test the CPU the cpu is completely calm??

80° C or higher is risky for a long time and makes the thermal paste dry out and can damage CPU/GPU/...

 

In your case:

- Thermal paste for CPU, GPU and bridges should be renewed !

- The function of the fan(s) must be checked

- General cleaning ...

The fact that the GPU is constantly on 35-40 degrees when idling and the CPU can stay at around 65 then to just increase to 80 degrees in a matter of seconds.. 
The fans seems to be working but the aggresive increase of RPMs everytime the CPU reaches 75+ degrees is very annoying. Havent really bothered me before until now.

But as most forums says the Ryzen 9 5900x is known to be a high-temperature CPU.. still bothers me that the fans have to work so hard to keep it down.

After a couple of weeks playing with this problem I started to fiddle with undervolting yesterday. And instantly had the temperatures going from 80-85 degrees to around 65-70 degrees. 

Thought I solved my problem and started to play as before but not long went by until the fans went crazy again. I noticed it was the GPU fans all along that was bothering me, even when the GPU-temperature only was around 60-65 degrees.

I downloaded Hwmonitor and looked at the temperatures and saw that the GPU hotspots were around 100-105 degrees every 30 seconds or so, and that's when the fans were accelerating up to 3000 rpm.

 

I was playing World of Warcraft and noticed I had my FPS uncapped so I was constantly reaching 280-300 fps. Tried to set a cap at 100 fps and everything calmed down. 

Still cant get my head around why I cant play the game as I used to before.

Have I fried my GPU as I no longer can play the game at max fps anymore or should I need to repaste the GPU? Or should I use my warranty so they can check if there is something wrong with the GPU?

 

I'm also looking at buying a new CPU Cooler anyways, and got my eyes on the Noctua NH-d15. Does anyone know if that would fit in my case?

-> Contact HP Support, they should fix the problem ! Service repair !

In your case: Service is required !
- The computer should be disassembled and checked.
- Thermal paste for CPU GPU and bridges should be renewed
- The function of the fan(s) must be checked
- General cleaning ...

 

If you can't do that, you should have it serviced by a professional notebook (chip level) repair store.
