i looked on the 8b1d motherboard manual and there was no mention that the i7-13700k was compatible. However it has the same lga1700 socket requirement as well as the 125w TDP so I’m wondering is this upgrade possible on my motherboard? I have an hp omen - 25l gaming desktop - intel core i3-13100f - 32 gb ddr5 memory - nvidia geforce gtx 4060- 2.5 tb ssd for reference

Yes, the i7-13700K / 13700KF are compatible with your HP OMEN by HP 25L Gaming Desktop GT15-1xxx: HP OMEN by HP 25L Gaming Desktop GT15-1xxx Performance Results - UserBenchmark, as are the i9-13900K / i9-13900KF, incidentally: HP OMEN by HP 25L Gaming Desktop GT15-1xxx Performance Results - UserBenchmark.

 

[EDIT:] Please note that the TDP you referenced: 125-watt, is just the "Processor Base Power" TDP, whereas their "Maximum Turbo Power" TDP extends up to a whopping 253-watt.  Point is, once you install a "K" processor (i7 or i9), better also upgrade your desktop's internal airflow by adding one or more cooling fans, and even upgrading your processor heatsink/AIO cooling.
