I'm getting an error when I access the camera app on my 15-bs289wm notebook laptop. I get an error that says camera not detected. Check blocks from antivirus software, update drivers, check that it is connected correctly. I disabled anti virus. Still not working. I tried installing updated drivers in device manager but my camera isnt listed under camera or imaging devices even when I clicked scan for new hardware and add legacy hardware. It is an integrated camera and I cant check the cables unless I take it apart. I updated all the downloads on the hp website for my model. I didn't see any updates for the webcam. I also updated windows 10 to version 1909. Can anybody help me? I'm out of options.

If the Device Manager cannot see the webcam / camera, as far as the Device Manager is concerned, you don't have this hardware.

The only other thing I can think of is that something in the OS is blocking the Operating System from seeing all there is to see. This is unlikely to help; it won't hurt to try it.
Forced Restart / Boot
IF a BIOS update is just stuck / stubborn / frozen-in-place half way through the update / boot process,
OR
If there are boot issues that prevent a complete or clean boot of the Operating System,
IF there is not actually anything wrong with the windows installation or the File System,
Then
The following procedure might resolve the issue.
- Unplug everything, including power and all other externally connected components
- Press and hold down the power button for thirty (30) to forty (40) seconds
- Release the power button
- Plug in only basic components needed to start / boot the computer
- Desktop: Connect Power, wired mouse and keyboard, HDMI to monitor (and monitor is powered on)
- Notebook: Connect AC Power
- Switch on the system with power button - Click power and release (as for normal boot)
Hoped for Results:
- System switches on, monitor active, mouse and keyboard responsive
- Your Webcam magically appears in the Device Manager
If the issue was a "stuck" BIOS update:
Screen shows the BIOS update window with choices: cancel / updateWait several seconds; stare at it and contemplate actions. (The process will continue on its own after about 10-20 seconds)BIOS update continues, completes, and reboots the system
When the system reboots,
- Log in
- Connect LAN (Ethernet)
- Connect other components (USB, external webcam, speakers...)
- General housekeeping (checks, more staring at it)

What else??
Once you run out of things to try, consider that the tiny wires that connect the webcam to the actual camera at one end and the motherboard at the other end might be loose, crushed (in the hinge area), just plain disconnected, or otherwise compromised. Rarer than a simple "disconnect", the camera itself might fail (not as likely by far).
You may end up taking apart the computer to see what is going on.
