I currently have an HP elite usb-c dock which I use to connect my peripherals to my elite book. Am I able to use that same dock to connect to a desktop tower via USB-c? I'm specifically looking at the 570-P064.
I would like to be able to simply switch between the desktop and laptop by connecting the USB-c cable as needed. The dock only lists laptops on its compatibility list, but I would hope this would work since the desktop also has USB-c. Thanks!

laptop parts are generally not universal, and reguarding docks they are designed to support specific laptops
and trying to use a laptop dock as a glorfied desktop general I/O port is not recomended and i don't think the display ports, network jacks will work, and the usb 2/3.0 jacks will also most likely also not work as the laptop may be doing firewire over USB "C" for connectivity instead of plain usb 3.1
doing this is not something a unskilled person should try, a skilled hobbyist who has electronics skills and can understand just what's involved might be able to get this to work but it's not something most would try as there is little benefit to most users in doing so

So is there a solution if I want to switch between my laptop and desktop, without having to reconnect two monitors and the keyboard and mouse every time I was hoping the dock would function as a glorified USB hub that I could just reconnect to different computers as needed

there are USB and network based (rj45) keyboard/mouse/video switchers available. these are used mostly for servers, where a admin needs to access several servers in a rack or remotely.
do note that devices that support hirez (4k support) are rather expensive
