I'm currently running the latest version of Win 10.  I need some more disc space to do conversions of  home videos to digital.

Can I safely delete the Win 7 Recovery partition and gain the 17 GB for other things ?

yes you can since your current OS is windows 10 after deleting the partition you can expand the win 10 partition to use the space freed up by deleting the win 7 partition

 

note that the recovery partition is protected and must be removed by 3rd party partition tools or by following the directions in the link below

also, your existing win 7 os should be deleted after 10 days and win 10 should do it auto-magically
