Can I put Amd Radeon Vga Xfx rx 580 8gb ddr5 on HP Pro 3400 series mt with modu 82+ 425w power supply

No, the RX 580 8 GB requires a power supply with a minimum of 500W; recommended 550W and 1x8-pin power connector.  Here are the specifications on Newegg:  https://www.newegg.com/xfx-radeon-rx-580-rx-580p8dfd6/p/N82E16814150803?nm_mc=AFC-RAN-COM&cm_mmc=AFC...

 

Scroll down to the tab titled "Specifications".

 

Also, I can't tell for certain, but your motherboard most likely doesn't have UEFI:  https://www.howtogeek.com/175649/what-you-need-to-know-about-using-uefi-instead-of-the-bios/

 

HP didn't begin using UEFI until mid-October, 2012.  All newer video cards require UEFI in the motherboard instead of a standard/Legacy BIOS.  The BIOS can't be updated to UEFI.
