Z2 G9 Tower

I have a specialized need to get 4 3.5" HDDs running for an application.  Is that possible in a Z2-G9 Tower??

Yes, I would think so.

 

In addition to 3 x M.2 NVMe slots which can be fitted with M.2 to NVMe SSD adapters such as this purchase example, your HP Z2 Tower G9 Workstation got two traditional SATA slots, and a couple of PCIe (x16/x4) slots that can be utilized to be fitted with PCIe x4 to SATA 3.0 6Gbps adapter cards, such as this purchase example.

I have seen pics of the motherboard and it has 4 SATA connections.

Yes, I stand corrected -your motherboard (p/n: M82213-601 or M82213-602) has indeed four SATA connections: SATA 0, 1, 2 and 3:

What this means is that you could install 4 x HDD/SSD drives just using the SATA connections.
