Yes, you can. I could not find any particular TB limit.  For example, say you got an HP OMEN 25L Gaming Desktop GT12 -1xxx fitted with an Oasis motherboard (SSID: 886B), which has two M. 2 sockets available for M.2 NVMe SSD drives (PCIe Gen3.0 x4).

 

You could easily fit 2 x 2TB M.2 NVMe SSDs in your gaming desktop if you so choose, and it would perform great.

 

For example, here is one gaming desktop identical to yours fitted with two 1TB HP OMEN-branded WD BLACK SDBPNTY-1T00-1106 M.2 NVMe SSDs: https://www.userbenchmark.com/UserRun/47507674.

 

For most Users it is a matter of cost: a quality 2TB or 4TB M.2 NVMe SSD (Samsung, Crucial, Western Digital, Silicon Power) is not cheap.

 

[EDIT:] I upgraded an HP EliteDesk 800 G5 SFF with a 2TB M.2 NVMe Gen4 SSD as my primary/boot drive -with a 359% UserBenchMark M.2 NVMe SSD performance score, plus two additional (SATA SSD, HDD) storage drives, and another 1TB Acer Predator M.2 NVMe SSD: HP EliteDesk 800 G5 SFF Performance Results - UserBenchmark. Point being, if my desktop -which wasn't designed for gaming at all can handle a 2TB M.2 NVMe SSD and thrive, yours can without a shadow of a doubt.
