I have a HP ENVY 700-130 with beats audio. I am going to buy a custom computer setup, but I don't have money to buy all the components. I am wondering if I am able to run a R7 360 in it.
If I ptu this card in, will I also be able to add an extra stick of ram? will this use too much wattage?

Don't worry as I'll be glad to help, however, to provide an accurate resolution, I need a few more details:
Have you looked for your product information on the HP Website?
While you respond to that, here's what you need to know:
The graphics card you've mentioned will not work with the existing power supply unit as it's only support 300W whereas your preferred GPU RADEON R7 360 requires a Power Supply of 500W: Click here for details
That said, you may need to upgrade the PSU on your desktop to either 500W or higher for it to work,
Now coming to the memory, here's what is supported by your desktop:
Memory upgrade information

Two 204-pin DDR3 DIMM sockets

Supports the following:

PC3 10600 (1333 MHz)
