Does the PSU and Motherboard already have enough power to give to a 1050ti through the pcie slot? it doesnt have a 6 or 8pin. Are there PSU upgrades i'd need to do it? can any PSU upgrade do it since its a 4pin?

Most 1050ti's do not come with a supplemental power connector, and work from the PCIe x16 slot.

However, your PC's 180W power supply is insufficient to power the card and the rest of the PC.
The minimum PSU requirement is 250W.
See this discussion which has pictures to upgrade your PC's power supply to a 400W one which should be more than sufficient and it also has supplemental power connectors in case you want to upgrade to a card in the future that needs those.

You can also install the 500W PSU if you prefer.
HP does not sell either PSU but I see them for sale on eBay.
Search by the HP part number.
You can also check on Amazon.
