The S/N is in the same format as the ones for HP, but it doesn't show up in the HP parts database.

315 would be 2003, 15th week.
Look at what the S/N is in your BIOS' system information window and see if it matches.
The 28 Dec 2002 is probably the date the case was made.
The latest BIOS update is 3.18, which I believe you already indicated was installed since you wrote that you had the most up to date version.
But if not below is the link to v3.18:

I do not see any reference to enabling/disabling Hyperthreading in the d510 F10 BIOS setup guide.

So yes I looked in my BIOS seems to be the most up-to-date the 3.18 and yes you're correct it looks like it was made in the 15th week of 2003. I went ahead and read over page 8 and yet has a blurb about hypertethering which is great but doesn't indicate how I can do that. I wouldn't know if hypertethering might have a different name or reference for the time period cuz I've gone through just everything in the BIOS and I don't see anything about hypertethering anywhere. I mean in the end it's not the biggest of deals but I'd sure like to figure a way around this cookie if possible.

Probably not possible.
The hyperthreading option simulates a virtual dual core processor.

That's why as I posted the other day, if hyperthreading is enabled, there would be two processors listed in the device manager.
Dual core with hyperthreading would show 4 processors, quad core with hyperthreading would show 8 processors, and so on.
There would have to be a BIOS setting to enable that feature because some folks want hyperthreading turned off for one reason or another.
I never turned it off in any of my PC's.

Yes outside I'm trying to hack the bios, doesn't look like there's an actual function for it to turn on hypertethering. So I think I've come as far as I can with the CPU for this I hope that this thread will help others in the future of course..
