Can I upgrade my CPU - HP Omen 25L i7-11/16/1000/3070TI?

I´m wondering if I can upgrade the CPU on my HP Omen 25L i7-11/16/1000/3070TI

My currant CPU is: 11th Gen Intel(R) Core(TM) i7-11700 @ 2.50GHz

Yes, assuming your OMEN 25L Desktop PC GT11-1000i is fitted with the Oasis motherboard (SSID: 886B), you can upgrade to an i9-11900 or i9-11900F: https://support.hp.com/us-en/document/ish_4853671-4853790-16.

As far as I can see I have an Oasis Motherboard and I believe the SSID to be 886B.

Attaching a pic of my HP Support Assistent. Is this the one I´m looking for?

I admit that I know very little about this but I´ve been comparing specs and can´t seem to see much difference between the i7 and i9? Is it worth upgrading?

Correct: you got the 886B motherboard. Is it worth upgrading an i7-11700 -which is a fine gaming processor to begin with, to an i9-11900?  To be honest, probably not. At best, you may see a 3 to 4% performance increase: UserBenchmark: Intel Core i7-11700 vs i9-11900.

Your OMEN 25L Desktop PC GT11-1000i (1N3Y8AV) is fitted with an Oasis motherboard (SSID: 886B), and is either fitted with a 500, 600, or 800-watt power supply.

As to your question: "can I upgrade to an MSI GeForce RTX 4070 VENTUS 3X E OC", there are at least two factors to consider: power supply and dimensions.  If your PC is fitted with at least the 600-watt power supply, that would provide sufficient juice to power this GPU (see: https://www.techpowerup.com/gpu-specs/msi-rtx-4070-ventus-3x-oc.b11046), but this is a big card with a length of 308 mm (12.1 inches).  You'll have to measure it to see if this card fits in your desktop.
